Scaffolded via OES

New project

This is the scaffolded starter for a new OES umbrella project. See AGENTS.md for conventions (testing, API, migrations) and start building. The /api/oes/dashboard endpoint is already wired — add counts over time and they'll appear on the OES home dashboard.
